Yes — it's settings and configuration, done with you step by step. Nothing is hidden and everything can be put back the way it was.

Do I need to reinstall Windows?

No. The tweaks work on your current install.

Does it work on console?

Controller, display and network tuning applies to PS5 and Xbox too. BIOS tuning and keyboard macros are PC only.

How fast do I get it?

Once the receipt comes through you get the files, and the 1-on-1 setup is usually the same day.
